Since July of this year, 2010, the Washington State Patrol has campaigned its "Target Zero" program. The idea is to emphasize DUI patrols during certain periods as both a deterrent and a way to arrest DUI drivers. The program has some merits even though it is a lot of hype and to a degree, fails to fulfill the promise of the program (ie. the majority of the DUI officers are not the most highly trained or experienced). Regardless, the Target Zero program has cooperation in Pierce County, King County and Snohomish County. In Snohomish County 16 different jurisdictions are participating in this DUI emphasis including Arlington, Bothell, Brier, Edmonds, Everett, Granite Falls, Lake Stevens, Lynnwood, Marysville, Mill Creek, Monroe, Mountlake Terrace, Snohomish, Snohomish County SO, SnoPAC Dispatch, and Tulalip Tribal.
So then, why doesn't Skagit County participate at all? Why isn't Mount Vernon participating? Why is Anacortes participating? Why isn't Burlington participating? Is DUI driving in Skagit County not as prevalent as in its neighbor, Snohomish County? Of course not! So then, why? Ask your community leaders in Skagit County and demand an answer.
