In the driving under the influence (DUI) context it is conceded that drugs, illegal and those prescribed by a physician, may impair perception, memory, judgment, motor skills, and the ability to operate a motor vehicle. 

According to governmental statistics about one in five (18 percent) motorists killed in 2010 had drugs in their system at the time of the crash, according to data from the National Highway Traffic Safety Administration (NHTSA).  http://www.whitehousedrugpolicy.gov

While this data did not distinguish whether the drugs were a factor in the accidents, nor did it indicate how many of the motorists were in fact under the influence of drugs at the time of the crash, it does raise questions about drug use by motorists.

Recent surveys have shown how pervasive drugged driving has become in the United States. The National Roadside Survey of Alcohol and Drug Use by Drivers, a nationally representative survey by NHTSA, found that in 2007, 16 percent of weekend nighttime drivers (roughly one in six) tested positive for legal or illegal drugs.
